What's the difference between Direct Ownership, Tadawul shares, and Premium Residency?

Direct Ownership is buying real property outright — full control, subject to zone and city eligibility rules. Tadawul shares give real-estate market exposure through the stock exchange — no property ownership restrictions, more liquidity, less control, and not subject to property-specific taxes like RETT or the disposal fee. Premium Residency includes a specific "Real Estate Owner" track, which grants residency rights in exchange for an unmortgaged property worth at least 4,000,000 SAR — property is the qualifying asset on this route, not an optional extra.

Can non-Muslims buy property in Makkah or Madinah?

No — Royal Decree M/14 restricts foreign ownership in Islam's two holiest cities to Muslim individuals, and even then, only within REGA's specifically designated zones — 12 named zones in Makkah, 10 in Madinah, not the cities as a whole. The calculator checks your religion and city selection automatically and flags it if it affects your eligibility.

Which route is right for me?

Depends on your goal. Want a physical asset and rental income? Direct Ownership. Want market exposure with more liquidity and no city restrictions? Tadawul. Regulatory Basics
What taxes does a foreign investor pay?

For physical property (Direct Ownership and Premium Residency's Real Estate Owner track): RETT (5%) applies once on purchase, and a disposal fee (2%, in Riyadh, Jeddah, Makkah, and Madinah) applies on exit. Rental income and capital gains are untaxed for individual investors either way (ZATCA-confirmed). Tadawul share investments are not subject to RETT or the disposal fee — they carry standard stock-market transaction costs instead.

Can foreigners legally own property in Saudi Arabia?

Yes — the foreign ownership framework under Royal Decree M/14 has been in force since January 2026. Rules vary by city and zone; the calculator checks your specific eligibility.

What is REGA?

The Real Estate General Authority — Saudi Arabia's government regulator for the property market. It's the primary source for zone eligibility and ownership rules, and — via SAKK.AI's own calculation — the source for transaction-derived yield data.
